Every car in this ranking is a regular, non-weaponized car you can buy and own right now, ordered by tested top speed without any HSW conversion. All figures come from Broughy1322's testing of fully upgraded vehicles (engine, transmission, turbo, brakes), so the showroom price buys the car and the mod shop buys the speed.

Cars that support HSW are ranked at their non-HSW speed, and that is deliberate. On old-gen you cannot convert anything, so a Banshee GTS without its upgrade is exactly as available to you as every other car here, and its stock figure is the only one that matters.

The list runs to eleven cars, not ten: it is the top ten by tested top speed, and two cars share tenth place, so both stay in. The first car to miss the cut is the Grotti Stinger TT at 132 mph, just 0.25 mph short of the joint-tenth pair.

One shopping note before the numbers: nine of the eleven ranked cars sell at Legendary Motorsport. The Weevil Custom is built at Benny's Original Motor Works, and the Coquette D10 Pursuit comes from Warstock Cache & Carry.

The prices in the table are list prices as our database holds them, and where a car has a trade price you will see it beneath the list figure; the next section explains what each of those discounts takes to unlock. The one special case is the Weevil Custom, whose figure is the Benny's conversion cost alone: the donor Weevil is bought separately, and the full maths is in the trade-price section below.

Trade Prices for the Fastest Non-HSW Cars

Three of the eleven ranked cars come with a trade price, a discounted buy that unlocks after specific in-game work. A fourth discount applies to the donor car behind the Weevil Custom:

The D10 Pursuit's discount matters most in raw cash: it is the most expensive car in the ranking at list price, and you do not need any unlock to buy it at full price from Warstock in the first place, so the Dispatch Works grind is purely optional savings.

The base Weevil is in that table because of what it becomes. The BF Weevil Custom is not a showroom car: you buy a regular Weevil from Southern S.A. Super Autos or Benny's Original Motor Works (GTA$ 652,500 at trade price, GTA$ 870,000 at list), then pay Benny's GTA$ 980,000 for the conversion. All-in that is GTA$ 1,632,500 on the trade path, or GTA$ 1,850,000 if you skip the Cayo Perico homework and pay list.

Which Non-HSW Car Should You Buy?

Eleven cars, three sensible answers depending on what you want from the purchase.

Best overall: the Cartuccia GT. The Cartuccia GT holds the outright top-speed crown, needs no unlock or trade-price grind, and costs noticeably less than the Veleno GT chasing it. Its lap pace is solid too, so it is not a one-trick straight-line car. If you want a single purchase that settles the fastest-without-HSW question, buy this and stop scrolling.

Best value: the Weevil Custom. At GTA$ 1,632,500 all-in on the trade path, the Weevil Custom buys the fourth-fastest top speed in the ranking, and only two cars here cost less: the Sentinel GTS once its GTA$ 1,629,000 trade price is unlocked (a delivery grind of its own), and the Pariah at list. The catch: the Weevil Custom's lap time is the slowest of the eleven by a wide margin, so this is a straight-line special, not a race car. If you have not done the Cayo Perico unlocks, the Pariah is the cheapest car in the ranking off the shelf and needs no homework at all.

Best for racing: the FMJ MK V. Top speed is not lap pace. The FMJ MK V sits ninth on speed but posts the quickest tested lap of all eleven cars, beating everything ranked above it where it actually counts: on a circuit with corners. If your money is for winning races rather than highway arguments, this is the buy.

HSW vs Non-HSW: What Are You Actually Missing?

If you play on PS4, Xbox One, or a PC without the Enhanced edition, the honest answer is: nothing you can act on. HSW does not exist on your platform, so for regular cars the ranking above is the ceiling, not a compromise list. Buy from it with a clear conscience.

It is the cheapest of the three HSW-capable cars to buy, and the conversion turns it into the fastest non-weaponized land vehicle in the game, bikes included. If you are staying non-HSW, by platform or by choice, put the same money toward the Cartuccia GT and the FMJ MK V instead and you own both the speed record and the best lap in the cohort.

Is the Pariah still the fastest non-HSW car?

No. The Pariah has been overtaken and now sits sixth in the ranking. It is still one of the cheapest routes to a top-six top speed though, and it laps well, so it remains a genuine value buy rather than a relic.

What is the fastest car without HSW on PS4 and Xbox One?

The same answer: the Cartuccia GT at 139 mph. PS4 and Xbox One have no HSW at all (it needs PS5, Xbox Series X|S, or Enhanced PC), so among regular, non-weaponized cars nothing on your platform goes faster.

Why is the Vigilante not on the list?

Because it is weaponized. The Grotti Vigilante is the fastest weaponized car at a tested 146.75 mph, and Arena War's ZR380 hits 142 mph, but a rocket-boosted weapons platform is a different purchase from a fast car, and it is not what anyone means when they search for the fastest car to buy. This ranking sticks to regular vehicles.

Is a bike faster than the fastest non-HSW car?

Yes, three are before HSW conversions enter the picture. The Western Reever hits a tested 163 mph, the Western Motorcycle Company Police Bike 156.75 mph (Warstock Cache & Carry, GTA$ 4,960,000), and the Maibatsu Manchez Scout 139.75 mph, all past the Cartuccia GT. The Manchez Scout C at 137.75 mph falls just short. If pure speed matters more to you than four wheels, the Reever is the real answer.
