One-time note: the Madrazo Files are the guaranteed primary on your first-ever run only, historically worth around GTA$ 1,100,000. They never appear again, so they are not part of the repeatable money loop.
Secondary loot fills your bag on top of the primary. The values below are per stack, not per bag, and stack sizes differ, so you cannot simply double every row: one stack of cocaine takes up half your bag, so two stacks fill it, while a single gold stack already takes two thirds.

The primary-target and secondary-loot values above are gross figures: Pavel takes 2% on every run and a Tequila run also pays the 10% fence fee, about 12% off the gross in total. The GTA$ 100,000 setup fee is a separate upfront cost that is not deducted from the take. The office safe cash and the Elite Challenge bonus are extra, on top of the loot values above.
El Rubio's office safe adds a bonus of GTA$ 18,000–99,000 on top of everything else, and it is solo-accessible.
Here is why you keep landing the Tequila: the target system now punishes back-to-back farming. Replay within the current window and you are heavily biased toward the low-value Sinsimito Tequila (80% of repeat runs), with the Pink Diamond down to a 2% chance. The July 2026 update also changed that window from a rolling 3 days to a weekly cadence that resets every Thursday, the same reset as GTA Online's event week. So on repeat runs within the same week, expect Tequila most of the time; your odds of a better target improve again after Thursday, not after 3 days.
First steps

Stock up on armor and snacks. Snacks are free in the Kosatka's cafeteria; buy armor at any Ammu-Nation.
Prepare transportation. After your first completion, Kosatka fast travel costs GTA$ 2,000 per jump. The Sparrow (the moon-pool helicopter) is the biggest time-saver for preps; a Dinghy works in a pinch.
Avoid busy public sessions. Griefers can ruin prep runs; an invite-only or quiet session is safer.
Start the heist. Register as a CEO and launch from the Kosatka's control room.
Part 1: Intel
Steal the plane to reach the island (your first time includes airport cutscenes). Once you land, grab a vehicle, a motorcycle is ideal, and head to the Communications Tower. Hack the signal box by matching the number: the symbols multiply. Then switch through the CCTV cameras to find the basement and locate your primary target, either in a glass case or a safe.

Part 2: Prep
The preps are the bulk of your time. Set them up like this:
Approach vehicle: Kosatka.
Equipment: Fingerprint Cloner, Cutting Torch, and either the Plasma Cutter or the Safe Code (whichever matches your target's container).
Weapon loadout: Aggressor and Conspirator are both safe bets. Buy suppressors for GTA$ 5,000; you want silenced weapons for the stealth finale.
Disruptions: skip them. They are unnecessary when you finish in stealth.
To minimize travel, fast-travel the Kosatka near Los Santos and use the Sparrow: do the equipment missions in the city first, then the weapon loadout, then the Kosatka approach-vehicle mission.
Part 3: Finale

On the right route you can finish the finale itself in under 10 minutes in stealth. The key habits: run, don't sneak, and only kill guards whose red vision cones actually cross your path.
In El Rubio's office, grab any paintings that spawned, open the desk-side safe, take the key from the desk, and optionally the pistol. Complete the fingerprint hack, then head downstairs. Solo, grab only the primary from the caged area: open the safe with Pavel's code, or cut the glass case while watching the cutter's heat gauge. Escape over the cliff into the water and swim clear.
One solo trade-off to know: farming just the primary is often better value per hour than hunting secondaries, but you need a full loot bag to qualify for the Elite Challenge. Cocaine is the best solo bag-filler when you do want it.
How to complete the Elite Challenge
The Elite Challenge requires you to complete the Finale in under 15 minutes, with full loot bags and without failing any hacks. The three listed conditions do not mention stealth, but being spotted before you are clear of the compound is reported to void the challenge on a stealth run, so treat staying undetected until you escape as a practical fourth condition. The stealth route above is also the fastest way to beat the clock. Note the distinction: you can finish the finale itself in under 10 minutes, but the Elite Challenge time threshold is 15 minutes, which leaves room to fill your bag. The reward is GTA$ 50,000, doubled to GTA$ 100,000 on Hard Mode, and it is repeatable every run you meet the criteria. Using a quick-restart forfeits it.
The route that makes it work solo: kill the guard by the motorcycle, then the guard facing you, then take out the two guards by the outer gate quickly so neither raises the alarm, and destroy the gateway camera. Take a motorcycle to the secondary-spawn buildings near the main dock. Solo secondaries are mainly cocaine and weed, plus any office paintings; gold needs a second player with the dual keycard.
