How dating works
Once you have met a girlfriend, visit her house and take her out on dates. Each date that goes well raises her relationship bar. Most of them have their own taste in how CJ looks and how fit he is (Denise is not fussy). Collecting all 50 oysters means any of them will go out with CJ whatever his looks, though the relationship is still built on dates.
Denise and Millie come up in the story. Millie is introduced in Key to Her Heart. CJ then has to date her until she hands over her keycard to Caligula's restricted areas, which the heist needs.
Rewards
As a relationship grows, the girlfriend gives CJ the keys to her car, and a full relationship unlocks an outfit from every girlfriend except Millie. Some girlfriends also let CJ keep his weapons after being wasted or busted.
You never need a full relationship for 100% completion.
